A shame the picture isn't focused enough but i tried to transcript the text: could you confirm it somehow?
"Subway Emergency Evacuation Information
- Subway evacuations don't happen often but when they do, we want our ridders to be prepared.
- Look for this "Decal" in Subway cars
- And/or watch our customer safety evacuation video at mta.info http://mta.info/"

The video referenced is harder to find, just ending the welcome page of MTA but we can find it on YouTube http://www.youtube.com/watch?v=Fy0A4tE07Bc
otherwise a clear description of the so called "decal" should be strongly highlighted too.
Some people might not be able to read them or understand the language too.
This video is lacking of efficiency, support, instructions and information. :(
Casting is a bit surprising too.

riding Subway in NY to learn more about your safety you need to be online :)
I would rather start a campaign on safety by supporting the actual "decal" and framing each topics one by one, using onboard communication frames.

Making those original "decals" larger would sart to help better in a way.

Nevermind, how to make simple when we can make it complicated.

thank you Nicolas to highlight this communication campaign from MTA.
